What is the Joint Legislative Audit and Review Commission (JLARC)?
JLARC is the non-partisan research and oversight agency of the Virginia General Assembly. JLARC conducts independent research on behalf of the Virginia General Assembly. More information about JLARC is available at jlarc.virginia.gov.

Why is JLARC doing this survey?
Virginia state legislators have asked JLARC staff to review Virginia’s special education system and to recommend ways that Virginia can better support students with disabilities through special education.

Collecting the perspectives and experiences of parents will help us understand how Virginia can better support students and their families.

How long will the survey take me to complete?
It should take between 10 and 25 minutes to complete the survey, depending on your responses.

When is my survey response due?
Please complete the survey no later than Wednesday, September 9, 2020.

Will my responses be kept confidential?
Yes, your responses are strictly confidential. JLARC staff fully understand the importance of keeping parent comments confidential. The survey does not ask for your name or your student's name. The survey does ask for the name of the school division in which your student is educated, but you do not have to provide that information. The Code of Virginia exempts information collected through JLARC research activities from the Virginia Freedom of Information Act (FOIA) during the course of JLARC studies, and any personally identifiable information that you choose to include in your responses will be redacted from the survey data immediately upon the study's completion. 

Who will have access to my responses?
Only those JLARC staff conducting the research for this study will have access to individual responses.

Please keep the following in mind when completing the survey:
  • Please only submit one response per household.
  • Please select the answer that best describes your experience or opinion. There are no right or wrong answers.
  • Do not leave the survey idle on your computer screen for more than 30 minutes or it may time out, causing you to lose your responses.
  • The survey is designed to skip some pages/questions based on your answers to particular questions. Please do not be concerned if it appears that you are skipping pages or questions.
  • You will have an opportunity at the end of the survey to provide any additional thoughts or comments you have related to special education in Virginia.
  • Please report any technical difficulties or questions to specialedsurvey@jlarc.virginia.gov.
